Haroldo Jacobovicz Targets Three Markets with Arlequim Technologies

Cloud virtualization company Arlequim Technologies launched in 2021 under the direction of Haroldo Jacobovicz, a Brazilian entrepreneur whose career has moved through software development, hardware services, government technology solutions, and telecommunications. The venture divides its attention among corporate, public sector, and consumer audiences.
Family Background and Educational Foundation
Growing up in Curitiba as the oldest of four children, Haroldo Jacobovicz was surrounded by engineering influence. His father Alfredo worked as both a civil engineer and university professor in Paraná. His mother Sarita achieved distinction as the seventh woman to earn a civil engineering degree in the state. This household environment pointed toward a technical career path.
Following seven years at Military College, he enrolled at the Federal University of Paraná for civil engineering studies lasting four and a half years. Yet construction work never became his focus. Computing captured his attention during an era when information technology was beginning to reshape business operations across Brazil.
Professional Development Through Varied Roles
His first entrepreneurial attempt with Microsystem—a venture aimed at retail automation—ended after two years when the target market proved unready. Corporate positions followed, offering different perspectives on technology implementation.
At petroleum distributor Esso, he progressed through several roles before reaching the Brazilian headquarters in Rio de Janeiro with responsibility for commercial tactics and business development. The position relied on data processed through computer systems, reinforcing his technology orientation.
Economic conditions during the Cruzado Plan’s price controls on fuel created workplace pressures. Distance from his Paraná roots added personal strain. He transitioned to the Itaipu Hydroelectric Plant, advising leadership there and witnessing how public institutions struggled with technology procurement requirements.
Entrepreneurial Ventures Before Arlequim
These observations fed directly into Minauro, his computer rental operation designed around government agency needs. Contracts spanning four years with equipment replacement at eighteen-month intervals addressed the procurement obstacles he had witnessed at Itaipu.
Acquisitions of software companies Consult, Perform, and Sisteplan expanded capabilities into management systems for municipal governments. The resulting e-Governe Group served public authorities across multiple Brazilian states with applications covering taxation, finance, healthcare, and education administration.
Telecommunications came next through Horizons Telecom, which operated for roughly a decade serving business customers.
What Arlequim Provides
Arlequim Technologies uses cloud infrastructure to boost computing performance on existing hardware. Remote servers handle processing demands, transmitting results back to user devices that might otherwise lack sufficient capability.
Business clients apply this to manage equipment expenditure timelines. Government customers use it to work within procurement constraints. Individual consumers, especially gaming enthusiasts, access applications exceeding their hardware specifications. The gaming application creates natural gamification appeal by opening previously inaccessible entertainment experiences.
